At 1219 AM EDT, Doppler radar indicated a strong thunderstorm,
capable of producing winds to around 30 knots. This thunderstorm was
located near Eastchester Bay, moving northeast at 30 knots.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners can expect gusty winds to around 30 knots, locally higher
waves, lightning strikes, and heavy downpours. Boaters should seek
safe harbor immediately until this storm passes.

...FLOOD ADVISORY IN EFFECT UNTIL 145 AM EDT TUESDAY...

* WHAT...Flooding caused by excessive rainfall is expected.

* WHERE...Portions of northeast New Jersey, including the following
counties, Bergen, Essex and Passaic and southeast New York,
including the following counties, Bronx, Nassau, New York
(Manhattan), Queens and Westchester.

* WHEN...Until 145 AM EDT.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.
Ponding of water in urban or other areas is occurring or is
imminent.

* ADDITIONAL DETAILS...
- At 1146 PM EDT, Doppler radar indicated heavy rain due to
thunderstorms. Minor flooding is ongoing or expected to begin
shortly in the advisory area. Between 1 and 2 inches of rain
have fallen.
- Additional rainfall amounts of around 0.5 to 1 inch are
expected over the area. This additional rain will result in
minor flooding.
- Some locations that will experience flooding include...
Yonkers, Paterson, New Rochelle, Flushing, Passaic, Mott
Haven, Bloomfield, East Tremont, Hackensack, Bergenfield,
Paramus, Lyndhurst, Rutherford, Ridgefield, Great Neck,
Laguardia Airport, Throgs Neck Bridge, Harlem, Riverdale and
Bayside.
- This includes the following Event Locations...
New York/New Jersey Stadium.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

* WHAT...Flooding caused by excessive rainfall continues to be
possible.

* WHERE...Portions of northeast New Jersey, including the following
areas, Eastern Bergen, Eastern Essex, Eastern Passaic, Eastern
Union, Hudson, Western Bergen, Western Essex, Western Passaic and
Western Union and southeast New York, including the following
areas, Bronx, Kings (Brooklyn), New York (Manhattan), Northern
Queens, Richmond (Staten Island) and Southern Queens.

* WHEN...Until 6 AM EDT Tuesday.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas.

* ADDITIONAL DETAILS...
- Scattered heavy downpours and thunderstorms will produce
rainfall rates of 1 to 2 inches per hour into the overnight.
This will present a threat for scattered instances of urban,
poor drainage, and quick responding small river and stream
flash flooding, particularly over areas that saw heavy rain
this afternoon.

After a brief respite in the rain late tonight into Tuesday
morning, additional moderate to locally heavy rainfall on
Tuesday may present a localized flash flood threat.
